Engineer Warlito Corpuz Valencia graduated with a Bachelor of Science Degree in Mechanical Engineering from FEATI University in 1969. He pursued graduate studies, Master and Doctor (units) of Business Administration at Midwestern College. Besides this, he also took additional training programs such as with the DPWH and the Development Academy of the Philippines to further enhance his skills.

Warlito practiced his profession as a Mechanical Engineer in the Cagayan Valley region (Region II) of the country. His positions included Supervising Auto Equipment Engineer I; Head Mechanical Engineer (Chief Planning and Repair Section) and Engineer IV for the 2nd Regional Equipment Services (RES) Solana, Cagayan, DPWH. At present, Warlito is the Regional Equipment Engineer, 2nd RES, Solana, Cagayan, Department of Public Works and Highways, Region II in Tuguegarao City. He is the only Regional Equipment Engineer in DPWH who graduated from FEATI as Mechanical Engineer.

Warlito is also the head of the Mediation/Conciliation Board for the DPWH 2nd RES Multi-Purpose Cooperative; serves as adviser to the DPWH 2nd RES Employees Association and as President of the Cagayan Valley Chapter of the Philippine Society of Mechanical Engineers.

He is active in the church as a Lay Minister and with the Knights of Columbus. He is also a member of the Rotary Club of Quirino Province.
